William F. McCarthy, Ph.D.,
CPP (wfm@threatresearchinc.com) served as
commanding officer of the NYPD Bomb Squad, the largest civilian bomb unit in the
U.S. He has provided consultation in bomb security and threat response
procedures to hundreds of at-risk organizations. He implemented the bomb
security plan for the 40th Anniversary of the U.N. and chaired the explosive
device subcommittee for the Anniversary of the Statue of Liberty. He is a
graduate of the FBI National Academy and the U.S. Hazardous Devices
School. Dr. McCarthy is an active member of the International Association
of Bomb Technicians and Investigators and holds a doctorate in Criminal
Justice.
Dr. McCarthy has given expert testimony on terrorist bombings in federal court and has been involved in bomb incident recovery litigation. He has been a featured speaker at numerous seminars on bomb security and terrorism and published “What is Acceptable Professional Practice in Bomb Disposal.” He has appeared at the Terrorism Conference of the American Society for Industrial Security. He is also the author of the autobiographical novel, VICE COP, published by William Morrow & Co.

Robert C. Quigley, CPP (rcq@threatresearchinc.com) is a
twenty-eight year veteran of the FBI who has provided threat analysis and
security planning at the 1984 and 1988 Olympic Games, national political
conventions, and major special events. He was a special commentator for
NBC Sports during the 1996 Olympics in Atlanta. As Chief of the FBI Bomb
Data Center, he represented the U.S. in an international network of bomb
experts, chaired an international conference on terrorist explosive devices, and
administered the Hazardous Devices School, the nation’s only bomb squad training
facility. Mr. Quigley is a member of the International Association of Bomb
Technicians and Investigators and the Association of Threat Assessment
Professionals.
Mr. Quigley has provided security consulting for individuals
and organizations throughout the U.S. and has conducted business in more than 35
foreign countries. He served as Director of Investigations for the
Appropriations Committee of the U.S. Congress and was a faculty member of the
FBI National Academy. Mr. Quigley lectures frequently and has published in
Police Chief, Security Management, and the FBI Law Enforcement Bulletin.
He graduated from the Defense Language Institute (Arabic) and was a Director of
the International Association of Professional
Security Consultants.
